RIGT Warns UK Gambling Industry Statutory Levy Coming

In a letter to be sent out later this week to the UK gambling industry, that also applies to offshore poker room operators, the Responsibility in Gaming Trust (RIGT) will warn that a mandatory levy by the government will be inevitable unless the situation improves dramatically and RIGT is able to meet its funding targets.

In the letter, seen exclusively by eGaming Review, the RIGT states that only 13% of 3800 licensed operators in the UK have made donations so far.

Ministers have made no secret of the fact that they will use powers available to them in the Gambling Act to ensure that problem gambling research, education and treatment are adequately funded on a continuous and predictable basis, the letter, signed by RIGT director Malcolm Bruce, adds.

The RIGT believes that under funding would result in a statutory levy, and at levels above the present minimum suggested levels currently in use.

According to the RIGT formula today, remote operators based in the UK should voluntarily contribute 0.05% of gross gaming yield a year, the same as land-based bookmakers, bingo and casino operators. Offshore operators are asked to provide a minimum donation of GBP 10,000 annually, while gaming machine suppliers should give 50p per machine supplied.

Rowan Williams, the Archbishop of Canterbury, yesterday described the UK government's claims that gambling was a means for regeneration as extraordinary, not to say ridiculous , and called on culture secretary Andy Burnham to introduce a levy on the industry to fund programmes that would check the growth of problem gambling according to The Guardian.

Last week Scottish MSP Kenneth Gibson called for a mandatory levy or addiction tax

Scotland, arguing that Westminster should give the Scottish parliament powers to make the levy compulsory under the terms of the 2005 Gambling Act. He noted that levels of problem gambling in Scotland are worse than in the rest of the UK.
